The Global Health Fellows Program (GHFP) is a five year cooperative agreement implemented and managed by the Public Health Institute (PHI) in partnership with the Harvard School of Public Health, Management Systems International and the Tulane University School of Public Health and Tropical Medicine. GHFP is supported by the US Agency for International Development (USAID).
The goal of GHFP is to improve the effectiveness of USAID Population, Health and Nutrition programs by developing and increasing capacity of health professionals in Washington, DC and overseas. This is accomplished through the recruitment, placement and support of junior, mid and senior level health professionals; a diversity initiative focused on providing internship and mentoring opportunities in international public health to underrepresented communities; and professional and organizational development activities to bolster USAID’s ability to maximize results and strengthen its leadership role in global health.

INTRODUCTION:
The US Government (USG) has made the fight against HIV/AIDS a top priority, not only for humanitarian reasons, but because the HIV/AIDS crisis threatens the prosperity, stability and development of nations around the world. USAID continues to be at the forefront of the USG response in the fight against the HIV/AIDS pandemic. The Agency has programmed over $7 billion since inception of its international HIV/AIDS program in 1986, with current HIV/AIDS programming in nearly 100 countries worldwide. USAID is also a partner in the US President’s Emergency Plan for AIDS Relief (PEPFAR), the largest and most comprehensive HIV/AIDS prevention, care and treatment program in the world.
The Senior Evaluation Advisor (the Advisor) will serve as a member of the Strategic Planning, Evaluation and Reporting Division (SPER) within the Office of HIV/AIDS (OHA) of the Bureau for Global Health (GH/OHA/SPER). The Advisor provides broad HIV/AIDS-related expertise and guidance in evaluation, strengthens SPER’s and OHA’s ability to evaluate program implementation, and assesses the programmatic impact of USAID’s goal to reduce HIV transmission and mitigate the impact of the disease on nations, communities and families. S/he is a key contributor to the design and implementation of performance evaluations under PEPFAR and in other USAID-assisted countries.

ROLES AND RESPONSIBILITIES:
The Senior Evaluation Advisor will:

Provide Technical Assistance and Collaboration
* Provide technical assistance to USAID Missions and Regional Bureaus in the development of evaluation strategy and agenda, scopes of work, protocols and implementation of performance evaluations
* In coordination with USG partners as appropriate, collaborate with local in country USG programs and Ministry of Health officials to plan, collect, maximize, and analyze HIV/AIDS strategic information for the purpose of evaluation and research

Disseminate best practices and knowledge
* Conduct program evaluation training related to design, management, and analysis as requested by OHA and country teams, particularly in PEPFAR resource challenged settings
* Enhance program evaluation capacity of team members
Liaise within the USAID Evaluation Community
* Participate as a member of the Information for Strategic Planning and Evaluation (ISPE) Team within the SPER Division, acting as the Team’s evaluation expert
* Collaborate with team members and office-wide staff on discrete technical assistance and capacity building for evaluation activities
* Under the direction of the ISPE Team Leader, and as a member of the SPER Division, participate in planning, implementing and reporting on USAID program evaluation activities at the Team, Division, Office and Agency levels
* Under the direction of the ISPE Team Leader, and as a member of the SPER Division, participate in and contribute to activities undertaken by PEPFAR interagency Public Health Evaluation (PHE) teams and Strategic Information Technical Working Groups (TWGs)
* Coordinate and collaborate with the Measure Evaluation Management Team in the SPER Division and the Research Team in the Technical Leadership and Research Division
* Represent ISPE in the Bureau for Global Health and Agency-wide communities of practice regarding program evaluation so that inter-sectoral evaluation knowledge and practices are mutually shared

Other tasks or responsibilities may be assigned based on
(a) organizational and programming need and/or
(b) the Technical Advisor’s own interests.

    REQUIRED SKILLS, KNOWLEDGE & EXPERIENCE:
* Master’s degree in epidemiology, statistics or a related field; PhD or DrPH highly desirable
* Minimum ten years’ progressively responsible experience working in public health, preferably including HIV/AIDS. At least three to five years’ experience working in a developing country or resource challenged setting
* Experience in establishing systems for the gathering, analysis, and dissemination of HIV/AIDS strategic information highly desirable
* Demonstrated ability to (a) develop effective protocols, procedural guidance, data collection and monitoring systems, and (b) conduct data analysis and presentations
* Knowledge of principles, methods, theories and procedures of epidemiology and evaluation, including research design, statistical analysis, and causal inference
* Knowledge of current principles and practices of behavioral research as applied to HIV/AIDS epidemiology, prevention, care and treatment
* Familiarity with a variety of research and impact evaluation approaches including randomized studies, case studies, systematic reviews, and cost-effectiveness analyses
* Demonstrated ability to apply policy directives to activity design, implementation and monitoring and evaluation
* Excellent written and interpersonal communication skills
* Demonstrated flexibility and openness in responding to changing work priorities and environment
* Experience working with personnel from different USG agencies, host country governments, as well as USG contractors and/or grantees
* High degree of judgment, maturity, ingenuity and originality to interpret strategies, and to analyze, develop and present work results
* Excellent interpersonal, facilitation and teambuilding skills
* Ability to work independently with minimal supervision
* Experience working with PEPFAR desirable
* US Citizenship or US Legal Permanent Resident required
