Priority consideration for vacancies at the P3 level will be given to internal candidates and candidates who have passed a competitive examination. Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.

Responsibilities
ECONOMIC AFFAIRS OFFICERPOST UNA-020-03100-EP-30002ECONOMIC DEVELOPMENT UNITECLAC SUBREGIONAL HEADQUARTERS IN MEXICOUnder the general supervision of the Chief of the Economic Development Unit, of the ECLAC Subregional Office in Mexico, the incumbent performs the following duties: Carries out analytical studies and drafts papers on selected global, regional, national or sectoral aspects of economic development; Identifies and analyzes policy proposals; Assists in the organization and servicing of expert group meetings and seminars on development issues; Prepares speeches and presentations; Provides support to intergovernmental processes dealing with economic development issues; Participates in missions on development issues; Organizes and participates in training seminars for national experts; Prepares documentation for technical cooperation programmes and projects; Monitors, backstops and assesses the implementation of technical cooperation programmes and projects.

QUALIFICATIONS

Education
Advanced university degree (Master’s degree or equivalent) in economics. First-level university degree in addition to relevant experience may be accepted in lieu of the advanced degree. Ph.D is highly desirable.

Work Experience

At least five years of progressively responsible professional experience in a field of economic development, gained through involvement in policy formulation or economic research as evidenced by a record of relevant publications, are required.

Languages
English and French are the working languages of the United Nations Secretariat. For this post, advanced level of oral and written Spanish and English is required, as verified through relevant exams, if necessary. Knowledge of French would be an asset.

Other Skills
Proficiency in commonly used office software and econometric software is required.
