Organizational Setting and Reporting
This position is located in the Department of Peackeeping Operations, Office of Rule of Law and Security Institutions, Disarmament, Demobilization and Reintegration Section (DDR).
The incumbent will report to the Chief Disarmament, Demobilization and Reintegration Section (DDR).

Responsibilities
Within delegated authority the Programme Officer will be responsible for the following duties:
Assists in the planning, implementation and evaluation of DDR programs in field missions in line with Integrated DDR Standards. Provides support on a full range of substantive, administrative and financial issues for field DDR programs and projects.
Researches, analyzes and presents information gathered from diverse sources. Assists in policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies.
Participate in Integrated Task Force planning meetings for the establishment of new peacekeeping missions with a potential DDR component. Participates in technical assessment missions; advise, develop and review initial DDR functional strategy and concept of operations for development into full programs.
Supports the development and maintenance of appropriate mechanisms and systems for tracking, monitoring and evaluation of key components of DDR-related programs Coordinates activities related to budget and funding (programme/project preparation and submissions, progress reports, financial statements) and prepares related documents/reports (pledging, work program, program budget).
Provides substantive support to consultative and other meetings, conferences, identifying participants, preparation of documents and presentations.
Undertakes outreach activities, assists in the delivering DDR training provided globally by the United Nations, regional organizations and Member States.
Perform other duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in political science, international relations or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five years of progressively responsible experience in project/programme management, or related field. Experience in field of Disarmament, Demobilization, and Reintegration is desirable. Qualifying years of experience are calculated following the receipt of the first level university degree recognized by the United Nations.

Languages
Fluency in one of the working languages of the UN Secretariat, English or French, (both oral and written) is required; knowledge of the other is desirable. Knowledge of another UN official language is an advantage

Assessment Method
Evaluation of qualified applicants may include assessment exercise, which may be followed by a competency-based interview.

Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
