Org. Setting and Reporting
This position is located in the Office of the Director, Field Budget and Finance Division (FBFD), Department of Field Support (DFS. The Administrative Officer reports to the Senior Administrative Management Officer and the Director, FBFD.

Job Vacancies Responsibilities
Within delegated authority, the Administrative Officer will be responsible for the following duties:
Coordinates information flow and timely submission of comments and responses requested related to peacekeeping and special political missions budgets, support account and performance reports.
Takes the lead with respect to the preparation and implementation of the work programme, ensuring that financial resources are utilised to implement activities in accordance with the Programme Budget and allotments issued.
Monitors and reviews the work programme and budget by conducting regular and special reviews to assess progress of actual work versus the programme plan. Coordinates the production of programme reports.
Defines requirements and work with systems units with respect to improving budget reporting systems and cost effective utilisation of program resources.
Develops procedures and implement same to ensure that accounting and financial management controls are consistent with UN policy and practice.
Supervises and/or provides guidance on financial administration and management information issues and practices to colleagues.
Coordinates and consolidates responses to audit reports, observations and recommendations from the Office of Internal Oversight Services (OIOS), Joint Inspection Unit (JIU) and the UN Board of Auditors (BOA) as well as questions by ACABQ and Fifth Committee relating to audit of mission budgets and accounts.
Acts as focal point in the Front Office for the settlement of third party claims, repatriation costs, reimbursements, government and individual accounts receivables.

Budget and Finance Administration:
Support the Director in monitoring and administering the resources of the Division, including the execution of formal responsibility and authority
Serve as a focal point to coordinate action and liaison required in relation to the Division’s input to and compliance with reviews and investigations by the legislative and advisory bodies, as well as the Office of Internal Oversight and the Board of Auditors.
Provides guidance and leadership to more junior staff.
Performs other related work as required.

Job Vacancies Education
Advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law or related area. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Job Vacancies Work Experience
A minimum of five years of progressively responsible experience in administration, finance, accounting, human resources management or related field. Experience in auditing, budget formulation, budget preparation, monitoring, analysis and interpenetration of results is desirable. Experience in the application of Results-Based Budgeting (RBB) or similar performance management methodologies in area of work is desirable. Experience in peacekeeping or other type of field operations is desirable.

Job Vacancies Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in English (both oral and written) is required. Knowledge of another UN official language is an advantage.

- These posts are financed by the Support Account for Peacekeeping Operations. Extension of appointment will be subject to budgetary approval. The appointment of staff will also be limited to service on posts financed by the Support Account.
