(This is short-term consultant assignment (June – July 2010; Level of Effort = 18 days) that will work remotely.)

PROJECT BACKGROUND:

AIDSTAR-One is a global United States Agency for International Development (USAID) contract, awarded in 2008 to John Snow, Inc. and partner organizations including BroadReach Healthcare (BRHC).

The Project’s focus is to provide high quality tech assistance services to the Office of HIV/AIDS and USG country teams. Specifically, AIDSTAR-One works to:

- Synthesize, expand and disseminate a knowledge base of effective program approaches to prevent, provide care for and treat HIV/AIDS
- Provide short- and long-term technical assistance to support the implementation of USG-funded HIV/AIDS programs and activities
- Increase utilization of good and promising practices in HIV prevention, care and treatment among program implementers
- Improve the quality and sustainability of HIV prevention, care and treatment programs

AIDSTAR-One Counseling & Testing Focus
Within AIDSTAR-One, we are working to provide global technical leadership and knowledge management, supporting the piloting of high quality and scalable counseling and testing service delivery programs and providing state-of-the-art technical assistance in strategic planning and implementation to US government partners. AIDSTAR-One aims to become a:

- Leader in HIV counseling and testing resource for USAID, other USG agencies, and partners by providing a platform for global technical leadership and knowledge management
- Provider of support to strengthen the programmatic content, quality and sustainability of service delivery


PROJECT DESCRIPTION:

AIDSTAR-One Counseling and Testing (CT) team is providing technical assistance (TA) to Democratic Republic of Congo (DRC). DRC is in the planning phase of implementing Provider-Initiated Testing Counseling (sometimes referred to as routine or opt out testing). In order to implement PITC, AIDSTAR-One has been tasked to assist DRC with providing training in PITC. The participants identified for this training have been counseled previously in HIV counseling and testing. However, the vast majority of participants have not practiced CT. In addition, most of CT in DRC takes place referring the patient to lab services to have blood drawn as opposed to using a rapid test at the point of care. The PITC training that AIDSTAR will provide must consider these issues in developing the training package. AIDSTAR is to produce a complete training package in French including training manual, participant manual, trainer slides and other instructional materials user-ready so that any qualified trainer in DRC may conduct a training on PITC to future participants. The training should be 5-6 days in duration.

AIDSTAR-One has access to several training modules on PITC and rapid HIV testing in French. These modules come from different sources and thus vary in their format, style, and technical completeness. In order to produce a complete training package, AIDSTAR-One is seeking to hire a consultant to help shape the existing modules and develop incomplete modules into a complete PITC training package in French for use in DRC.

KEY RESPONSIBILITIES (all deliverables are in FRENCH):

- Review PITC and rapid testing modules in French
- Develop content outline of proposed PITC training package
- Develop participant manual for PITC training including rapid testing modules
- Develop training manual for PITC including rapid testing modules
- Revise training and participant manuals and training materials based on review and feedback from AIDSTAR-One CT Advisor

BASIC QUALIFICATIONS:
- Fluent in French, including written French
- Knowledge of HIV
- 3+ years experience in training curriculum design
- 3+ years experience in training
- MPH or related field
- Ability to work independently
- Ability to meet deadlines

ADDITIONAL DESIRED QUALIFICATIONS:
- Knowledge of HIV counseling and testing desirable
