Deputy Chief of Party, Washington, D.C.
We are currently seeking a Washington, D.C.-based Deputy Chief of Party for a multi-country USAID Famine Early Warning Systems Network (FEWS Net) project. The DCOP will provide strategic direction and management for ACDI/VOCA’s activities under the project, including developing improved famine warning systems; directing the collection, analysis and distribution of early warning information; recruiting, motivating and developing field staff and short-term experts; and guiding the development of responses to additional task orders released under the IQC. The position is contingent on ACDI/VOCA being awarded the program and will be based in Washington, DC.

Responsibilities:
- Develop and manage famine early warning information collection and distribution networks, ensuring that all relevant information is collected, analyzed and appropriately distributed by field staff in 15-20 different countries.
- Manage overall project operations by providing direction and support to project managers at the regional and local levels.
- Lead efforts to identify and implement technical improvements to early warning practices, including scaling up best practices, establishing and strengthening partnerships with local, regional and international organizations, and introducing new technologies.
- Direct recruitment and training, and provide guidance to long-term and short-term technical experts in food security, early warning, GIS mapping and analysis.
- Manage ACDI/VOCA’s organizational interests during task order solicitations to ensure that we are meeting clients expectations while maintaining ACDI/VOCA’s internal quality standards.
- Participate in developing and finalizing a strategic response to task order solicitations.

Qualifications:
- Minimum of 10 years’ experience in managing large projects in Africa that focus on food security, early warning systems, food production/resource/trade mapping, famine response and/or food relief; experience managing projects in Latin America or Southern Asia would also be helpful.
- Extensive understanding of early warning approaches and methodologies. Previous FEWS Net experience highly desirable.
- Minimum of master’s degree in business administration, geography, international affairs, agri-business or related field
- Experience managing and providing direction on decentralized projects with many independent offices and consultants
- Excellent knowledge of USAID regulations for overseas project management
- Previous experience managing USAID Indefinite Quantities Contracts (IQCs) is strongly preferred.
- Foreign language proficiency in French is preferred. Spanish would also be helpful.
- Strong training, conflict-management and communications skills (oral, written, cross-cultural) required.
