Background / General description
Regional Context: The Europe and Central Asia (ECA) region comprises of 30 extremely diverse clients, with a population of nearly 500 million people. Four of our clients are IDA only and another 5 are IDA blend countries. The remaining 21 are IBRD credit-worthy though not all have active lending programs. Although 10 of our clients have joined the EU and 7 of these have graduated, most continue to remain active recipients of knowledge and/or lending services. CASs/CPSs reflect this strong diversity with substantial variation in lending prospects, but strong demand for Bank technical services is present across the board. Over the last 20 years of transition, ECA countries have integrated into the global economy across many dimensions such as trade, finance, and labor flows. GDP in the Region grew by two-thirds from 2000 to 2008 – an enviable growth of an average of 6.5 percent a year. Yet despite this progress, ECA was hit the hardest by the global economic crisis compared to the other regions in the Bank. Growth in the Region, which had peaked at about 7 percent in 2007, fell to a negative 6 percent in 2009. The financial and economic crisis led to a substantial increase in Bank lending and knowledge activities in all ECA countries, including in several EU members states (e.g., Latvia and Hungary). The crisis helped serve as a powerful reminder of the relevance of the Bank both as an attractive source of funding and a reliable provider of timely and quality advice. It is projected that ECA is going to be the slowest region to recover from the crisis. Based on this changing context, the new ECA strategy is focused on developing a new growth model for the region through:
(i) increasing competitiveness to achieve faster growth;
(ii) pursuing social sector reforms and fiscal adjustment to achieve more inclusive growth; and
(iii) supporting climate action to achieve more sustainable growth. Even while declining from the heights of the crisis, we expect demand for our lending and advisory services post-crisis to remain strong. Regional Sector Context: The Europe and Central Asia Financial and Private Sector Development Department (ECSPF) plays a key role in the strategic framework of the region, where countries face diverse challenges ranging from meeting EU Accession and/or WTO requirements, to establishing viable public institutions and rebuilding weakened or shattered societies resulting from political instability, wars or natural disasters. While there has been remarkable progress in many countries, poverty along with inequality and unemployment remain high in the region. The economic benefits of the recent commodity-driven boom in the fastest growing economies of the Region, such as those of Russia and Kazakhstan, also remain largely inequitably distributed. While client needs are increasingly differentiated, most middle and low-income ECA countries share a legacy of transition from planned to market-based economies which are still felt in many areas including shallow financial sector and smaller private and service sectors compared to market economies. Progress toward commercialization within an appropriate legal and regular framework is still highly uneven. To assure a coherent and coordinated approach to the demands of clients whose challenges transcend the Bank’s traditional ways of organizing work, cross-sectoral products and services are increasingly necessary, as are transnational initiatives requiring multi-country agreements. Within the above context, ECSPF is responsible for providing operational support and technical advice to its clients on a broad range of private and financial sector issues including inter alia innovation and enterprise competitiveness, privatization and corporate restructuring, corporate and financial sector governance, trade facilitation, micro and SME support, banking sector and payment systems development and promotion of deeper access to finance through innovative channels and use of modern technology.

Duties and Accountabilities
ECSPF is looking for a Financial Sector Specialist with proven experience to: Contribute to lending and knowledge activities focusing on financial sector development; serve as a core member of technical teams including participating in the preparation of potential projects, supervision of existing projects; contribute to the preparation of operational documents such as concept notes, project documents, technical annexes, and aide memoires; contribute independently and substantively to technical notes, research papers, presentations; and undertake sound quantitative analysis including guiding research assistants in individual tasks.

Selection Criteria

Duties and Responsibilities
Summary of Key Functions:
Coordinates the production of UN Women publications:
Reviews publication plans with UN Women sections at HQ, provides advice as to format, print-run, timeline etc. and develops a production plan on this basis.

Responsibilities
The Financial Information Officer is responsible for the following duties:

Responsibilities

Assist in the preparation and analysis of project budget proposals; provide assistance in the interpretation of budget guidelines; review and coordinate submissions of project proposals and budget estimates, ensuring that requisite information is included and justified in terms of proposed activities; propose adjustments as necessary; ensure that outputs are properly categorized, including updating Branch inputs in IMDIS.
3. Assist in the monitoring and evaluation of projects; categorize, update, track and analyze information related to project activities , e.g. accounting records, outputs, resources utilized, revisions, etc.; carry out periodic status reviews, identifying issues and initiating requisite follow-up actions; prepare revised budget estimates in consultation with finance and substantive officers; report on budget revisions, expenditures and obligations, verify availability of funds; ensure necessary approval and entry in computerized budget system; initiate financial authorizations for expenditures.
4. Liaise with diverse organizational units to initiate requests, obtain necessary clearances, process and follow-up on administrative actions and resolve issues related to the implementation of project activities , e.g. recruitment and appointment of project personnel , travel arrangements, organization of expert group meetings, workshops and other training seminars/study tours; authorization of payments, disbursement of funds; procurement of equipment and services and subcontracts processing documents in IMIS.
5. Prepare, maintain and update files (electronic and paper) and internal databases.
6. Draft correspondence and communications related to all aspects of project administration, including work plan and budgets, revisions and other related issues, as well as prepare unit contributions for a variety of periodic reports.
7. Support inter-agency coordination activities on sustainable development, including regional implementation meetings, regional commissions consultations and the Executive Committee on Economic and Social Affairs Plus, including all financial, administrative and logistics matters.
8. Support Major Groups on all administrative and monitoring matters including grants, travel for Major Groups – travel, logistics, costing, reservations, and Major Groups registration at intergovernmental meetings on sustainable development.
9. Perform other duties as assigned.

Education

Experience in other technical cooperation activities, including organization of international workshops, meetings and training seminars/study tours required. Ability to use IMIS is required. Ability to use IMDIS is desirable

Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of another official United Nations language is desirable.

Org. Setting and Reporting
The Department of Public Information /News and Media Division/Press Service/News Monitoring Unit internship is for two months with an opportunity for extension, depending on the needs of the department.
- The internship is UNPAID and full-time.
- Interns work five days per week (35 hours) under the supervision of a staff member in the department or office to which they are assigned.

Responsibilities
- Searches online commercial databases for articles carried by the international media on issues of interest to the UN to be included in the Daily Press Clipping;
- Provides media analyses of news articles relating to the UN, the SG, UN agencies and senior officials;
- Reviews, selects, summarizes and edits breaking news stories for inclusion in the daily News Bulletins;
- Edits machine captioned transcripts of broadcast media stories related to the UN, its Specialized Agencies and other related UN issues;
- Updates the Unit’s page on the Intranet (iSeek).
