Internally advertised General Service (GS) fixed-term appointment (FTA) positions located in Headquarters are open to GS staff members currently serving in New York/Washington D.C. who hold a UNDP permanent or FTA who are either US Permanent Residents, US citizens or holders of a valid G4 visa at the time of their application and whose G4 visa has been acquired on account of their employment in the UN Systems based in New York or Washington, DC.<br />
Externally advertised GS fixed-term appointment and temporary appointment (TA) positions located in New York/Washington D.C. are open to candidates who are either US Permanent Residents, US Citizens or holders of a valid G4 visa at the time of their application and whose G4 visa has been acquired on account of their employment in the UN Systems based in New York or Washington, DC.<br />
Current UNDP GS staff serving outside of HQ must meet the eligibility criteria stated above prior to their application.<br />
Selected candidates who meet the above mentioned eligibility criteria are responsible for their own travel and/or relocation costs.<br />
Selection to GS fixed-term appointment positions at Headquarters requires passing a UN administered clerical test (ASAT).<br />
Applicants under serious consideration for short-listing of posts requiring accountancy and finance skills, must take the UNDP Accountancy and Finance Test (UNDP AFT) prior to short-listing.</p>
<p><strong>Background</strong><br />
Grounded in the vision of equality enshrined in the Charter of the United Nations, UN Women will work for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women&#8217;s rights at the center of all its efforts, UN Women will lead and coordinate United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States&#8217; priorities and efforts, building effective partnerships with civil society and other relevant actors.<br />
The Administrative Associate reports to the Chief, Economic Empowerment Section for general guidance and supervision and is responsible for providing a variety of administrative support, including information collection and dissemination and in managing the efficient flow of information and communication to ensure expeditious dissemination of information and timely action.</p>
<p><strong>Duties and Responsibilities</strong><br />
Information Management and Dissemination<br />
Establish and maintains standards and procedures for the efficient management of the information/documents<br />
Acquire UN and non-UN material on women and gender related issues.<br />
Perform on-line searches on thesaurus-aided databases, Internet, ODS, and other electronic programs.<br />
Assemble material and provide written and oral responses to users&#8217; requests from within and outside the Organization by telephone, electronic or post mail.<br />
Responsible for receiving and responding to communications received through the Division&#8217;s e-mail address.<br />
Disseminate information on newly-acquired material to staff.</p>
<p>Administrative and Operational Support<br />
Provide administrative and operational support to the Chief of Section<br />
Liaise with other sections on all administrative issues.<br />
Inputs material in the database and maintains regular backup files.<br />
Design and prepare outputs and disseminate result to staff; ad hoc search list for users.<br />
Draft appropriate correspondence.<br />
Provide guiding and training on administrative, clerical or secretariat related matters to other support staff in the section.<br />
Review the Section&#8217;s operating budget to monitor expenditures for timely use as allocated and ensure compliance, completeness and accuracy of transactions according to rules, regulations, allocations and objectives. Keep the Chief informed for timely intervention and/or action<br />
Maintain internal expenditures control system to ensure vouchers processed are matched and completed<br />
Review and verify accuracy of supporting documents for payments. Submit systematic financial report to the Chief for management monitoring and/or action and make recommendations for budget revisions</p>

Knowledge of Atlas system and IPSAS will be an asset.</p>

Fluency in written and spoken English is required.<br />
Knowledge of French and Spanish is desirable.</p>

<p><strong>Background</strong><br />
The Bureau for Development Policy (BDP) is UNDP&#8217;s policy bureau which helps Country Offices to accelerate human development through strengthening the practice areas within UNDP&#8217;s programs. BDP supports UNDP&#8217;s Strategic Plan 2008-2013 and its 6 thematic areas (Poverty Reduction, Democratic Governance, Environment and Energy, HIV/AIDS, Capacity Development, and Gender Equality and Women&#8217;s Empowerment) through a strong and vibrant practice architecture which ensures that UNDP benefits from consistent and coherent policy direction, rigorous quality standards and valuable service platforms.<br />
The long-term goal of Knowledge Management (KM) in UNDP is to position UNDP as a World Class Knowledge Organization linking local experiences to global policies. The UNDP Knowledge Strategy therefore creates a human and technical infrastructure to enable staff and practitioners to learn, share, connect and contextualize knowledge by enhancing collaboration and creating a cultural change with regard to the organization&#8217;s approach to knowledge management.<br />
The Democratic Governance Practice is the largest practice area in UNDP. It works on building effective and capable states that are accountable and transparent. The principal areas of work are inclusive participation, responsive governing institutions, and international principles such as human rights such as gender equality.<br />
The Knowledge Management Researcher (KMR) will support knowledge management in the Democratic Governance Practice through maintenance of the Democratic Governance (DG) Practice space on Teamworks, the public website, DG Knowledge Base; and the DGG SharePoint Intranet. Under the supervision of the Knowledge Management Specialist (KMS), the Knowledge Management Researcher (KMR) will liaise with the Knowledge Management Group and the KM Service Teams (KMST) at the Regional Service Centres (RSCs) to support the goals and outcomes established by BDP in support of UNDP&#8217;s Strategic Plan 2008-2013.</p>
<p>Duties and Responsibilities<br />
The Knowledge Management Researcher will support the Knowledge Management Team in maintaining the high quality of network knowledge products while also allowing for the Community of Practice to undertake new initiatives, and developing knowledge products to serve the new client base and related demands; and support the uptake of new platforms and tools available to the practice. The consultant will assist in facilitating the global Democratic Governance Practice and conduct in-depth research and analysis on selected governance issues.</p>
<p>Specifically The Democratic Governance Knowledge Management Researcher will support the Knowledge Management team in<br />
Implementing updates on the public website; Teamworks and SharePoint, as required;<br />
Providing research and writing support for various knowledge products and platforms;<br />
Maintaining and organizing resources on the DG spaces on Teamworks; the database of consolidated replies on Teamworks; the new SharePoint intranet, and the public website;<br />
Support the establishment of the DGG roster of experts;<br />
Support the KM team on various processes to update knowledge platforms used by the DGG team;<br />
Undertake additional tasks as directed by the Democratic Governance Practice Group and the Knowledge Management Team.</p>
<p>Competencies<br />
The selected candidate will be expected to deliver the following:<br />
Library and content pages updated for the Inclusive Participation Cluster webpages: Elections; E-governance; Civic Engagement; and Parliamentary Development;<br />
Content from the new DGG SharePoint intranet reorganized;<br />
Library of DGG resources on Teamworks maintained and updated;<br />
Continuous support for the uptake and use of the new UNDP corporate CMS and Teamworks by maintaining the various spaces and pages as required;<br />
Preparation of consolidated replies for the Democratic Governance Space (2-3 monthly);<br />
Production of DG Insider (bi-monthly) and the DGP-Net news update (monthly);<br />
Provision of support to the establishment of the DGG rosters.</p>
<p>Required Skills and Experience<br />
Education:<br />
Master&#8217;s degree (or graduate education +3 years of relevant experience / Bachelor degree + 3yrs of relevant experience) in Political Science, Governance or a development-related field.</p>
<p>Experience:<br />
Minimum 2 years of relevant work experience in an international development context, including conducting research on international development issues;<br />
Effective web, Internet, and IT skills;<br />
Previous work experience with the UN system required; familiarity with UNDP work and organizational structure desirable.<br />
Effective organizational and administrative skills;<br />
Excellent interpersonal and communication skills; research, analytical abilities and the ability to work in teams, especially those covering various disciplines;<br />
Familiarity with UNDP CMS, or other content management platforms highly desirable.</p>
<p>Language Requirements:<br />
Excellent writing and editing skills in English;<br />
Proficiency in at least one of the other UNDP official languages; preferably Spanish.</p>
<p>APPLICATION PROCESS:<br />
Interested individual consultants must submit the following documents/information to demonstrate their qualifications:<br />
Proposal / letter explaining why they are the most suitable for the task; as well as a writing sample (minimum 500 words and maximum 1000 words) on a governance or development issue.<br />

<p>Financial Proposal: Lump sum contracts<br />
The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract).<br />
Payments are based upon output, i.e. upon delivery of the outputs specified in the TOR.<br />
In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, for 160 working days).</p>
<p>Travel<br />
No travel is foreseen for this assignment. Except for travel to duty station from place of recruitment.</p>
<p>Evaluation:<br />

The contract will be awarded the individual consultant whose offer has been evaluated and determined as both:<br />
a) responsive/compliant/acceptable, and<br />
b) having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. \* Technical Criteria weight; and Financial Criteria weight; 30 %<br />

1. The Statistics for Results Facility (SRF) is a global initiative concerned with supporting the strengthening of statistical systems and building capacity in the poorest developing countries. The SRF focuses both on scaling-up levels of resources for investing in statistical capacity on the basis of an agreed National Strategy for the Development of Statistics (NSDS) and the promotion of more effective delivery of assistance, particularly through the use of program-based approaches.<br />

(\* 2) managed by the World Bank in support of the SRF. The Catalytic Fund provides grants to countries to invest in statistics using a program-based approach, with the expectation that successful implementation will catalyze similar investments and approaches in other countries.<br />
2. In each beneficiary country arrangements should be made for a lead donor and a donor statistician to build on existing relationships and processes. In DRC, there is a need to recruit additional staff for the in-country donor statistician role that will be funded by the Catalytic Fund. The in-country donor statistician will be based at the World Bank country office as his contract will be with this agency.<br />
3. A specific requirement of the Catalytic Fund is the creation, where necessary, of a recognized National Partnership Group for statistics, made up of government and development partner representatives, and other stakeholders as appropriate. This group discusses and agrees on national statistical development plans, monitor implementation progress, and is expected to have a recognized lead donor. In the case of DRC, at present, the African Development Bank is the lead donor of the Statistical Thematic Group that plays this role. The World Bank is an active member of this group.<br />
(\* 1) Program-based approaches include both system-wide and sector-wide approaches, and require comprehensive and coordinated intervention in a given thematic area of intervention, using a program of a developing country government or institution which one or more donors have agreed to support.<br />
(\* 2) In a programmatic trust fund, activities are not pre-determined but are agreed through established governance structures.</p>
<p><strong>Duties and Accountabilities</strong><br />
4. The presence of an in-country donor statistician is considered important and useful to the development of the statistical partnership, to promote the use of a system-wide approach, and to provide technical advice to both development partners and national authorities on statistical development issues through the Statistical Thematic Group.<br />
5. These Terms of Reference for the in-country donor statistician have been agreed with the statistical office and the key donors in statistics. They take into account the existing level of statistical development and existing partnership arrangements, including the role of the lead donor. Duties and Accountabilities:<br />
6. The objectives of Senior Statistician are to: a. Support the development of the Statistics Thematic Group as a mechanism to coordinate support from development partners for the development of the national statistical system in the framework of the planned National Statistical Development Strategy (NSDS).<br />
b. Support the development of the NSDS and its associated Medium-Term Expenditure Framework (MTEF) through a consultative and participatory process and ensuring that the corresponding NSDS Action Plan is designed with a clear understanding of the available and potential resource envelopes from government and partners.<br />
c. Support the institutional reform and change process within the national statistical system, as guided by the statistical legislation and the public sector reform program. Reform may include amendment of statistical legislation, strengthening institutional linkages between parts of the national statistical system, and restructuring of the national statistical office.<br />
d. Support capacity strengthening through:<br />
(i) the identification of possible resources and<br />
(ii) helping to coordinate of donors&#8217; activities within the NSDS implementation framework. Main Tasks<br />
7. Specifically, the main tasks of the Senior statistician include:<br />
a. Serve as a focal point to strengthen donor coordination in the area of support to statistical development, including liaison between national authorities and development partners, both those represented in-country and those abroad, on issues related to the development of statistical capacity.<br />
b. Advise national authorities and development partners on methods for supporting the development of the national statistical system, including the use of monitoring and evaluation frameworks for the implementation of the NSDS.<br />
c. Advise national authorities and development partners on the process for the design and review of national statistical development plans. This includes advice to ensure that plans are clearly prioritized, fully-costed, feasible, realistic, and are related to national and sector development policy processes.<br />
d. Advise national authorities to ensure that statistical strategies conform to and apply the UN Fundamental Principles of Official Statistics.<br />
e. Encourage national authorities to set up appropriate mechanisms for user-producer dialogue (such as user-producer committees), to promote dialogue on the use of statistics, and close the gap between supply and demand.<br />
f. Encourage national authorities to devise mechanisms for assessing the effectiveness of the statistical system and its products using data quality assessment frameworks, including use of peer review processes.<br />
g. Support Government and the Lead donor in producing annual progress reports on NSDS implementation that assess inputs, outputs, and results and suggest improvements for the future; this is part of the work plan for the Statistics Thematic Group.<br />
h. Provide support to the Statistics Thematic Group, including assisting in the preparation of background documentation and the reviewing the minutes from the meetings prior to clearance and distribution by the Thematic Group secretary (INS).<br />
i. Liaise with the SRF Catalytic Fund Administration unit, when necessary.<br />
j. Provide information on recent statistical innovations, particularly in the area of donor coordination, to the relevant stakeholders in the Statistics Thematic Group and more broadly.</p>
<p><strong>Selection Criteria</strong><br />
8. Desirable competencies and skills are:<br />
a. A master&#8217;s level degree in statistics (e.g. ISE) or a master&#8217;s or PhD in Economics or statistics with at least eight years of relevant work experience. Prior experience in a statistical office is preferable, particularly at a managerial level.<br />
b. A thorough understanding of the issues and challenges faced by developing countries in developing statistical capacity.<br />
c. A good understanding and experience of official statistics, their production and their use.<br />
d. A good understanding of the UN Principles of Official Statistics and other international standards and guidelines for statistics.<br />
e. A good understanding and experience of national statistical offices and other key data producers in the national statistical system<br />
. Understanding of the principles of institutional and organizational reform, change management, and capacity development.<br />
g. Understanding of the design and implementation of national statistical development plans, and associated monitoring and evaluation systems.<br />
h. Ability to participate in policy dialogue.<br />
i. Ability to work in a complex multi-cultural environment with multiple partners and interest groups.<br />
j. Ability to work effectively in teams, including organizing and leading them.<br />
k. Ability to work alone without regular close supervision.<br />
l. Good written and oral communications skills in French and English.<br />
m. Prior working experience in or with developing countries is required</p>

<p>The United Methodist Committee on Relief, Non Governmental Organization Division (UMCOR-NGO), a non-profit unit of the General Board of Global Ministries of the United Methodist Church provides transitional development and relief assistance to communities in need around the world. More information on our agency is located at www.umcor.org. UMCOR NGO seeks candidates for a Grants Finance Manager for the New York City headquarters office. The Grant Finance Manager&#8217;s primary responsibility is to prepare monthly and annual reports reflecting the financial position of UMCOR-NGO&#8217;s field offices. The Grants Finance Manager works closely with the Finance Directors in field offices and reports to the Comptroller and through him/her to the Treasurer of UMCOR.</p>
<p><strong>Responsibilities:</strong><br />
Provides direction to Field Finance Directors on all issues of accounting,<br />
Financial management and coordination with program staff;<br />
Ensures timely review and recording of monthly financial reports at HQ submitted by field offices;<br />
Ensures timely submission of donor reports;<br />
Reviews field office budgets;<br />
Requests funds from donors;<br />
Monitors field grant budgets during implementation of the grant.<br />
Transfers and tracks funds to field offices;<br />
Maintains financial records for grants;<br />
Ensures compliance with GAAP and donor requirements;<br />
Reconciles HQ ledger with field ledger and reports in a timely manner;<br />
Reviews and records in-kind contributions for commodity and materials received;<br />
Assists in annual audit of all grants;<br />
Performs other tasks as directed.</p>
<p><strong>Qualifications:</strong><br />
Bachelors Degree in Accounting is required; five plus years&#8217; experience in accounting including preparation of complete financial statements (balance sheet and income statement) is required; working knowledge of GAAP, GAAS, and audit preparation as well as familiarity with U.S. Government and other institutional donor compliance issues is an asset; prior non-profit (especially Private Voluntary Organization or International Non Governmental Organization) experience is required; ability to use DDI and AccPac software is helpful. Must possess functional and generalist expertise as well as strong organizational, analytical, and computer-related skills. Candidate must be accurate, thorough able to consistently meet deadlines and authorized to work in the United States.</p>

We are currently seeking a Chief of Staff to be located at our Minnetonka, MN HQ.</p>
<p><strong>Summary:</strong><br />
The Chief of Staff (COS) is responsible for development and enforcement of administrative policies and procedures which align with the mission of Shelter For Life, Intl and ensure compliance with donor guidelines. The purpose of this position is to implement a methodical and compliant operational process by liaising between the Finance and Administrative functions of SFL. Under the supervision of the SFL Executive Director, the COS will be responsible for HQ office administrative supervision and staff performance oversight. The COS works closely with the SFL Director of Finance on budgetary and financial oversight, operations planning and compliance. This includes the development and enforcement of monitoring and evaluation activities, scopes of work (SOW) for staff and consultants, performance management, logistics and procurement planning and oversight, and HQ staff evaluations. Other activities may be assigned by the Executive Director.</p>
<p><strong>Areas of Responsibility:</strong><br />
<strong>Staff Support</strong><br />
As a member of the Executive Team, oversee and supervise HQ administrative activities (Communications, Human Resources, Interns and Volunteers) and liaise with field staff. Activities will include training and development of support staff to enhance job functions; advising the Executive Director on coordination of duties of other staff positions; communicating initiatives across different functions; and ensuring mission continuity in the absence of the Executive Director. Manage and prepare staff work schedules and assign specific duties. Help to determine staffing requirements, interview, hire and train new employees and provide input into personnel processes.</p>
<p><strong>Planning Support</strong><br />
Support the Executive Director, the Country Directors and the Director of Finance in the development of the annual activity plans and country-specific strategic plans. Assist the Executive Director in development and enforcement of standardized tools, policies and procedures. As a member of the Executive Team engage in annual finance and operations planning.</p>
<p><strong>Functional Excellence Support</strong><br />
Work closely with Country Directors and field operations personnel in Afghanistan, Liberia, Senegal, S. Sudan, and Tajikistan to oversee monitoring and evaluation and track accomplishments of required milestones. Liaise with the Director of Finance to align operational progress and compliance according to the program agreement. In partnership with human resources develop, execute, enforce and supervise security guidelines and codes of conduct. Direct and coordinate activities of functions concerned with the progress on international humanitarian aid programs, including purchasing, supply chain, logistics. Apply project management principles to standardize HQ functions. Supervise the preparation and editing of monthly, quarterly and final stakeholder reports, and submit stakeholder reports as required. Review financial statements, activity reports, and other performance data to measure productivity and goal achievement and to determine areas that need cost reduction and functional improvement.</p>
<p><strong>Compliance Support</strong><br />
Apply project management principles to develop and enforce project work plans that meet all of the objectives and deliverables that were outlined in the program proposals. Using project management principles establish and implement policies, goals, objectives, and procedures, conferring with the Executive Director and Finance Director, Human Resources, and staff members as necessary. Using project management principles provide technical assistance, guidance and support to the field operation teams in order to strengthen the administration, planning, logistics, and finance functions. Establish processes and procedures that identify and eliminate inefficiencies and reinforce SFL&#8217;s best practices, using the principles of LEAN and Six-Sigma, and/or other project management methodologies.</p>
<p><strong>Logistics Support</strong><br />
Lead the logistics and procurement efforts of SFL. This may include HQ and field equipment such as material and vehicle purchases, and effectively representing management in relevant negotiations.</p>
<p><strong>Communications Support</strong><br />
In partnership with the Executive Director, oversee the communications strategy and provide guidance on the development and dissemination of promotional materials, general and project specific past-performance, SFL website content, press kits, etc</p>
<p>. Perform other duties as assigned. Education and Experience Requirements:<br />
Bachelors degree in business, economics, international development, or related field, and / or professional experience in the same areas (MBA, Masters Degree or higher preferred).<br />
Management experience to include budget development and monitoring, staff development and supervision.<br />
Proficiency in Project Management principles (PMI Certification a plus).<br />
Understanding of cost accounting principles. Proficiency performing math-oriented tasks, such as budget development and monitoring, book-keeping and accounting functions, cost and expense calculations.<br />
Demonstrated experience in reporting project progress as it relates to donor guidelines.<br />
Project and administrative experience in a cross-cultural environment.<br />
Prior experience in development work is a plus.<br />
Proficiency with the use of Microsoft Word, Access, PowerPoint, Excel, Outlook and MS Project Management.<br />

<p>Global Adolescent Project (G.A.P.), a non-profit organization dedicated to educating, encouraging, and empowering adolescents affected by the 2010 earthquakes in Haiti, seeks an innovative Creative Design Intern who can improve the organization&#8217;s visual communication. You will be responsible for ensuring that our press, solicitation, digital, and other marketing materials are visually appealing and more importantly convey our work and dedication in Haiti.</p>
<p><strong>Special Qualifications:</strong><br />
The Creative Design Intern should be able to create material for print, web, and social media platforms. Experience using design software, Microsoft Office Suite, WordPress, and social media platforms such as Facebook and Twitter is a major plus.<br />
- Ability to work remotely and communicate virtually &#8211; Highly motivated and independent working style &#8211; Excellent organizational skills, extreme attention to detail, and the ability to follow through on tasks and projects &#8211; Familiar with Internet research tools</p>
